What are the obstacles to SNAP delivery?

We sat down with SNAP directors in 10 of the largest states in the US and asked: What parts of the enrollment process do you feel have the greatest obstacles to SNAP delivery? This is what they said:

One huge goal of redesigning our documents screening flow was making it as simple as possible for clients to know what to bring to promote first-time completion. First-time completion is when clients can get a disposition on the case without it resulting in additional follow-up on the caseworker and client end. There are three focus areas we had in mind when thinking through this challenge:

  1. We eliminated 3 questions pertaining to residency in favor of asking if clients could bring a piece of mail—the most accessible residency document among users.
  2. We got super specific to ensure we could identify who in the household was a student.
  3. We used visual icons to help them associate documents with required verification categories: identity, residency, citizenship, income and student status to foster compliance but also program literacy.
